Lifetime Community Rating in Ireland: Charges, Credits and Exemptions

Buying health insurance at 35 or older? Check Lifetime Community Rating

Lifetime Community Rating, usually shortened to LCR, can increase the premium when someone first buys inpatient health insurance at age 35 or older. It is an additional amount collected by the insurer under the health insurance rules, rather than a separate bill sent to you by government.

Dooley Insurance Group helps clients understand how their insurance history and relevant life events should be presented for an LCR assessment. Before accepting a quote, check whether the insurer has considered previous adult cover and any qualifying credits.

How the loading works

The starting calculation is generally 2% of the gross premium for each relevant year above age 34 without qualifying cover. Credits can change the outcome. The loading is capped at 70% and applies for a maximum of ten years; it is not necessarily a charge for the rest of your life.

For illustration, a person first joining at 40 with no qualifying previous cover or credits would have a starting loading of 12%: six years multiplied by 2%. This is a calculation example, not a policy quote. The insurer must confirm the actual assessment and premium.

Keep an LCR calculation separate from the underlying price of the plan. Your total premium can change at renewal because of plan pricing even if your LCR percentage has not changed.

Can previous insurance reduce the loading?

Previous qualifying adult membership can reduce the period used in the calculation. This can include cover arranged through an employer or a family policy where the membership qualifies. Being insured as a child is not the same as having qualifying adult cover for an LCR credit.

Ask previous insurers for a history-of-cover letter rather than relying on memory. Record when membership began, when it ended and any gaps. A broker can help you organise the enquiry, but the insurer determines the applicable loading.

Social welfare and unemployment: a credit is conditional

Receiving social welfare does not automatically remove LCR. HIA guidance describes a credit of up to three years for people who held insurance and gave it up because of redundancy, subject to conditions including at least six months of unemployment and the relevant social welfare or financial-dependency position.

Other cover-break credits may apply under separate rules. Explain the dates and circumstances of the break and ask the insurer which category applies. The same period should not simply be counted twice because more than one description seems relevant.

Time spent outside Ireland

People moving or returning to Ireland may qualify for an exemption or credited period. Dates matter: the rules distinguish first-time residents and different returning-resident histories. Buying qualifying insurance within nine months of establishing the relevant Irish residence can be important.

Prepare a timeline of where you lived and any Irish or overseas insurance. Evidence may include residence documents and membership letters. Do not assume every year abroad automatically removes a loading or that overseas insurance is treated as Irish cover for every purpose.

What to prepare for an LCR review

  • Your age and proposed commencement date.
  • Dates of previous adult health insurance, including employer cover.
  • Any existing LCR assessment and how long you have paid it.
  • Departure and return dates if you lived abroad.
  • Details of any relevant redundancy, unemployment or cover break.
  • The insurer’s requested evidence for any credit or exemption.

LCR and waiting periods are different questions

A reduced loading does not by itself establish immediate claim eligibility. Waiting periods, pre-existing-condition rules and the chosen benefits must be checked separately. A health cash plan should not be assumed to preserve inpatient insurance history for LCR.

Before moving from an existing policy, confirm the replacement start date and how your membership history will be recognised. Switching provider does not automatically clear an existing loading.

Frequently asked questions

Does everyone over 35 pay LCR?

No. Age at entry, qualifying previous cover and applicable credits or exemptions determine the assessment.

Does LCR last forever?

No. HIA guidance states that the loading applies for a maximum of ten years. Ask the insurer to confirm your own remaining period.

Is any period on social welfare enough to remove it?

No. The relevant credit has conditions. The insurer needs the circumstances and evidence before it can assess a reduction.

Can Dooleys help if I have already been quoted a loading?

Yes. We can help you identify the history and documents to ask the insurer to review. An amended assessment is not guaranteed.
